Born in Stone Mountain, Georgia, Charles began his legal career as a Captain in U.S. Marine Corp in the Judge Advocate Division. Since 1979, Charles’ practice focuses primarily on the representation of Electric Membership Corporations and related entities in corporate and power supply related matters. He has extensive experience in the negotiating and drafting complex power supply, natural gas, and construction contracts and in corporate and financial matters involving electric cooperatives and gas utilities.

In addition to his state bar membership, Charles is a member of the Electric Cooperative Bar Association, the American Bar Association, and the Georgia Electric Membership Corporation. He is has served as chairman of the Georgia Electric Membership Corporation Counsel Association and currently serves as its treasurer.

In his free time, Charles enjoys reading, watching college football, and spending time with his children and grandchildren.

Negotiating automated meter system purchase and licensing agreements on behalf of electric distribution cooperatives
Negotiating and drafting various fiber optic agreements, including swap, construction, IRU, and lease agreements
